In November, 1894, Helen Gougar wanted to vote. So, she walking into her Lafayette polling place. She was turned away. The reason that she was given was that she was a woman, and therefore not a citizen.

She did not let it go, Gougar sued the county election board. She took things a step further after this. She decided to argue the case herself. In 1895, she got admitted to the Tippecanoe County Bar, becoming the first woman to do so. However, the county court ruled against her.

Gougar made an appeal and in February of 1897, she stood before the Indiana Supreme Court. It was there that she argued for nearly two hours that the Fourteenth Amendment secured her right to vote. This resulted in one of the justices saying that her argument was one of the most forcible legal arguments ever made before the court. Even still, they ruled against her. Voting, they said, was a privilege and not a right.

Gougar was already known nationally as a temperance crusader, a journalist, and a lecturer who once gave forty speeches in forty days. She died in 1907, thirteen years before the Nineteenth Amendment settled the question she spent her life arguing.
